This paper sought to explore the possibility of getting good pavement material from marine clay stabilized with cement and lime. Various tests analyses were carried out examine effects lime on soil. These repeated at intervals. Firstly, by carrying natural disturbed soil, then intervals, addition admixture (cement lime) 1.5%, 2.0%, 2.5%, 3.0%, 3.5%, 4.0%. With an increase admixtures; plasticity index decreased, linear shrinkage there was a decrease in volume change. Similarly, MDD corresponding OMC. The CBR values increased, UCS values. results obtained showed significant improvement Though cement-lime stabilization may not always be economical option compared lateritic strong case can made for its economic viability considering haulage distance next best alternative type soil which is commonly available construction site. also satisfies concern adverse environmental raised uncontrolled excavation
